Applied for a transfer round position and wondering if the process was fair?
In Surrey, the most senior applicant is not always awarded the position. Under the Collective Agreement, a position may be awarded to a less senior candidate if they are considered demonstrably more suitable. However, more senior qualified applicants must be offered an interview.
If you were not shortlisted, were passed over for a position, or believe there may have been an irregularity in the selection process, contact the STA as soon as possible.
Transfer grievance timelines are very short. Do not delay.
A qualification grievance may apply if you were not shortlisted because the principal determined you were not qualified for the position.
This may be worth reviewing if you believe you met the qualifications listed in the posting but were not offered an interview.
A suitability grievance may apply if you were interviewed, but a less senior candidate was awarded the position because they were considered more suitable.
In these cases, the issue is not simply seniority. The question is whether the successful candidate was demonstrably more suitable under the Collective Agreement.
After each transfer round, members should review the Closed Reports on the Surrey Schools Hub.
These reports show who was awarded each position.
You may want to contact the STA if any of the following apply to a position you applied for:
- A teacher with less seniority was awarded the position.
- You believe you were qualified but were not offered an interview.
- You were interviewed, but a less senior candidate was awarded the job.
- You suspect there was an irregularity in the selection process.
The STA uses the expedited arbitration process outlined in the Collective Agreement for transfer grievances.
This means timelines move quickly, especially during transfer rounds.
Do not wait. If you have concerns, contact the STA as soon as possible so there is time to review the information and determine whether a grievance should be filed.
To help the STA review your concern quickly, please include as much of the following information as possible:
- Your name and contact information.
- The position number or posting details.
- The school/site and assignment.
- The transfer round.
- Whether you were shortlisted or interviewed.
- The name of the successful candidate, if known.
- Why you believe the process may need to be reviewed.
- Any relevant documents, emails, notes, or screenshots.
