An issue has come to our attention regarding the application of retroactive pay for members who were on the first step of the local salary grid as of July 1, 2022. Members who were still on the bottom step of the salary grid at the time of implementation, or who were on the second step of the salary grid based on article B.1.6 in our Collective Agreement, should have moved up a step with a retroactive adjustment in pay from July 1, 2022. However, this was not being implemented by payroll in Surrey. 

The Association filed a grievance, and the School District has now agreed that employees who, by application of Article B.1.6 of the Collective Agreement were on Step 1 on June 30, 2022, will be paid at Step 2 as of July 1, 2022, provided Article B.1.6 continued to apply to their situation. Salary scale adjustments and retroactive pay will be processed with the goal date being April 10. 

There is also a concern about members who moved up a grid step between July 1, 2022, and the implementation of the new language under two scenarios: 

  1. A teacher on the bottom step of the grid who, through experience credit earned between July 1, 2022, and the implementation or recognized from previous work, moved from the bottom step to the second step, prior to the retroactive removal of the bottom step. 
  1. A teacher on the second step of the grid based on B.1.6 who, through experience credit earned between July 1, 2022, and the implementation or recognized from previous work, moved from the second step to the third step, prior to the retroactive removal of the bottom step. 

Please note, that this may only apply to members who were still on the bottom step of the salary grid as of June 30, 2022, or who were on the second step of the salary grid based on B.1.6 as of June 30, 2022. 

Members on the second or higher step of the salary grid as of June 30, 2022, based on experience credit alone, are not impacted by this change.
